The Red Cross Society of Long Chang, Sichuan, China’s Letter 
Appealing for Donation and Assistance to Fight Against the Rarely-Seen Flood Disaster.
Red Cross Societies:
Long Chang is a small low hill-locked agricultural county, with an area of 792 square kilometers, a population of 760 thousand and 18 towns under its jurisdiction. In 2006, the fiscal budget income is only 95,810,000 yuan RMB.
On July 29, 2007, Long Chang suffered the worst flood disaster since the foundation of this county. Within 29 hours, torrential rains poured on the whole county, bringing 18 towns an average precipitation of 340mm, one town 475.5mm , three towns 400mm, and county-seat downtown area , where live 1/7 of its population, 350mm.
How devastating the disaster is !
By 2:00 pm, on July 9th, the suddenly and violently rising flood had isolated 18 towns, crippled roads, cut off communications, electricity and drinking water supplies. Innumerable bridges, culverts, and tunnels were damaged. 8 towns located in downstream areas, like Hujia Town and Xiangshi Town, were inundated. Under this urgent situation, many people climbed up to the top of houses, or trees , or mounds for survival… waiting for help under extreme hunger, coldness and horror.
Since the disaster struck, the situation has drawn close attention from the leaders of State Council, Sichuan provincial government and Neijiang municipal government. On receiving the report of the flood, Du Qinglin , secretary of CPC & governor of Sichuan province made special instructions on disaster-relief work. Ye Zhuang, Secretary of Neijiang & mayor of the people’s government of Neijiang municipality, arrived timely to guide the relief-work on the flood battling front-line. And Guo Yongxiang, vice-governor of the people’s government of Sichuan Province, arrived with four helicopters from Chengdu Military Area to participate in the relief-work.
The Armed Police General Brigade stationed in Sichuan dispatched 1,034 officers and soldiers, 16 rushing-boats and rubber boats to Longchang. Jiang Jufeng, governor of Sichuan and Xia Guofu, general of Sichuan Military Area also came to Relief Work Command Office to guide the disaster relief work. Li Liguo, vice minister of Civil Affairs, leading staffs from 8 other ministries, made a tour to inspect flood affected areas and direct the disaster relief work on July 11th.
Two days later, the number of flood-affected people reached 675,000. The flood-stricken areas were only a scenery of total mess. According to statistics, by July 22nd, the flood had incurred a total economic loss at 788 million Yuan RMB, an agricultural loss at 389 million Yuan RMB. 18 towns had all been affected.( 94,000 people living in low areas were relocated. Among them ,38,000 people were settled with the assistance of the local government, another 56,000 people were housed temporarily by their relatives.) Besides, 33,018 houses were damaged or destroyed, among which 20,576 had collapsed; 133,000 field ridges were washed away; 2,031 fish ponds were deluged; 55.3 kilometers’ roads and 44.7 kilometers’ canals were blocked; 176 landslides were caused. 345,000 mu agricultural crops were affected and 99,400 mu couldn’t be harvested. 31,303 domestic animals were dead; 766,000 domestic birds were drowned. Even worse, 7 people died and 3 were missing. 
How difficult the home-rebuilding task is!
The biggest difficulty in rebuilding homes is the lack of funds. Here are funds listed and needed urgently to carry out some programmes.
At least 200 million yuan is needed to restore infrastructure facilities, like roads, city management facilities , schools, hospitals ,etc.
About 170 million yuan is needed to rebuild those collapsed houses, supposing each house needs 20,000 to be built.
10.5million yuan is needed to guarantee the food supply of 350,000 people ,whose reserved food was washed away, supposing that each person is subsidized 50 yuan per month.
10 million yuan is needed to guarantee the medical supply for those  especially poor people who caught disease in the flood.
Therefore, just the expenditure listed above is near 400 million. Such large amount of funds brought a great burden to the local government and far exceeded the financial bearing ability of Longchang government .
Seven days later, the disaster-affected people constantly came back to their home places from their temporary settling places. However, most of these victims had no ability to collect enough funds to rebuild their homes, which depressed their already weak nerves. The dilemma of lacking money made them suffer physically and mentally. At this critical moment, they were obliged to place their last hope on the support from the Party and the local government, and on the kindness of the generous people in the world. 
Nobody can and will forget the scenes.
Countless flood-affected people caught the county and municipal government leaders’ hands, tears in eyes, weeping out the hurt, dilemma, anxiety, helplessness, and expectations from their inside.
Many others caught the county and municipal government leaders’ hands, stopped talking before trying to, fearing that they would be ignored after they went back home, not willing to let loose the leaders’ hands, some even knelt down…
Witnessing this happening in this situation, people felt heart being twisted and torn, crying inside.
During the past 30 years after the reform and opening-up, under the appealing of Red Cross Society , Longchang people have donated their money to help those disaster-affected people who suffered from natural disasters like earthquakes, Tsunami, typhoons, floods, snowstorms, droughts, etc. But today, Longchang people , when they suffered from the devastating floods , are expecting your generous donations and help.
How great our responsibility is!
We urgently appeal: The flood has washed away our dyke to prevent natural disasters, but it can’t destroy our determination to rebuild our homes after the disaster.
We sincerely implore: All members of RCS in different corners of the world succeed to the spirit of “ Humanity; Fraternity; and Devotion” and call people from all walks of society to express their love so as to warm up the hearts of affected families, and send their generosity so as to light up hopes…   
Every 500 yuan can help a household to buy crops and fertilizers to plant late autumn-harvest crops..
Every 1,000 yuan can rid a university student of their worry about paying one-year’s tuition.
Every 2,000 yuan can provide a 3-people family with one-year’s food.
Every 20,000 yuan can help a homeless family rebuild a house.
94,000 disaster-affected Longchang people are expecting your assistance.
760,000Longchang people will forever remember your kindness.
Now, the RCS of Longchang county , under the leadership of CPC and Longchang people’s government , promise solemnly to undertake the task of rebuilding homes and restoring productions.
We promise that we will make good use of every fund and every group of material supplies and build a good image of RCS in the minds of the world people.

No matter how difficult and heavy our task is ( regarding donation-raising, donation-collecting, management, delivery, supervision) , we will spare no efforts to carry out the duties stated in the Law On the RCS of PR China and Regulations Regarding China’s RCS Donation Appealing & Donation Receiving and give a satisfactory answer sheet to any donating units and individuals. When winter arrives, we plan to specially invite some RCS members from various regions to inspect the disaster-stricken areas, as a way of examining and checking our work in helping the flood-affected people rebuild homes and restore productions.
